Section Two of the 14th Amendment says states that suppress voting rights can lose representation in Congress. But for over 150 years, it hasn’t been enforced. As interest in lesser known sections of the 14th Amendment grows, ACS is offering the opportunity to explore the history of this nearly forgotten provision and to take a look at a lawsuit that attempts to revive it.
